Materials and Tests Division Deputy Director

Enad joined TxDOT in January of 2016 as a transportation engineer and held several managerial positions in pavement design, asphalt binder, and flexible pavements, prior to becoming the Deputy Division Director for TXDOT Materials and Tests Division. Prior to joining TxDOT Enad had over 12 years in the materials and pavements field in multiple academic positions. His work focused on providing practical solutions and developing specifications and test procedures for local agencies, State DOT’s and Federal Highway Administration. His work covered broad range of materials and pavements topics including surface properties of flexible pavements, asphalt binder properties in recycled materials, warm mix additives and asphalt binder workability, modeling of asphalt crack resistance, best practices for tack coat, pavement management systems, pavement design, aggregate resistance to polishing, abrasion & breakage and self-consolidating & pervious concrete. He earned a bachelor’s degree in civil engineering from the University of Jordan in 2003. He then obtained his master’s and doctorate degrees (2005 and 2009) in Civil Engineering from Texas A&M University while working with the Texas Transportation Institute’s Pavement and Materials group. Enad is a registered professional engineer in the State of Texas and is a member of the American Society for Civil Engineers (ASCE) and the Association for Asphalt Pavement Technologists (AAPT).
