Dr. David R. Brill is Program Manager for Airport Pavement Technology in the FAA Airport Technology R&D Branch, located at the William J. Hughes Technical Center, Atlantic City International Airport, NJ. As a research civil engineer, David has led numerous projects for the FAA in advanced airport pavement R&D. He is a licensed professional engineer in New Jersey and Pennsylvania.
David earned his bachelor’s degree in civil and urban engineering from the University of Pennsylvania in 1983 and his doctorate in civil engineering from Rutgers University in 1996. Since joining the FAA in 1999, David has led the development of next-generation advanced pavement design software for civil aviation. His recent work for the FAA includes FAARFIELD 2.0, the FAA’s official software for airport pavement design and evaluation, which is required to be used for all federally funded airport pavement construction projects. David is the author of over 65 technical papers and reports on airport pavement technology, on subjects including full-scale testing of airport pavement structures, 3D finite element modeling methods in airport pavement design, and the application of machine learning methods to airport pavement design for extended life.
David has been a member of ASCE since 1984 and is active in the ASCE Airfield Pavement Committee. He received the 2022 Government Engineer of the Year Award from the New Jersey Section of ASCE for his work with the FAA. A native of Philadelphia, David grew up in Cherry Hill, NJ, where he now lives with his wife Michelle, a retired public school teacher. They have two grown children.
