Transportation infrastructure project bundling is found to be able to reduce total cost, project duration, and user delay. Much work has been focused on investigating the economic benefits or time-cost trade-offs in transportation infrastructure project bundling. However, the impact of bundling strategies on users of different infrastructure asset types should also be considered when they are in an interconnected transportation corridor or network. This study bundles anticipated maintenance, rehabilitation, and improvement projects in an urban business district over a 10-year planning horizon for three asset types: sidewalks, bikeways and pavements. The objectives of project bundling are to minimize increased travel time for three modes of users, evenly spread the increased travel times of each mode throughout the planning horizon, and minimize agency costs. The bundling problem is formulated as a multi-objective multidimensional knapsack problem (MOMKP) and optimized using non-dominated sorting genetic algorithm II (NSGA-II). Two construction scenarios regarding whether the sidewalk links are closed or open along with the pavement projects are considered. It was found that the NSGA-II can effectively solve the formulated MOMKP. The solution becomes stable after 700 generations. The trade-off among objectives are discussed based on Pareto fronts generated using bundling plans from the last generation of NSGA-II. When closing sidewalk links along with pavement projects, evenly spreading the increased travel times of each mode conflictswith the other the objectives and may incur higher agency costs. Moreover, our analysis highlights the known importance of pavement preventive maintenance and minor repairs as they could reduce the project implementation impact on pedestrian travel time, particularly when policymakers want to improve the travel experience of ADA users.
